Job Purpose – Why this job exists and why it is critical:
Provides architectural and solution assessment, evaluations, recommendations to support end-to-end technical and business requirements for Core Packet Switched (PS) Network (GPRS, UMTS, EPC, PCC). Ensures target network architectural/roadmap advancement for Core Packet Switched Network in terms of cost,, future compatibility and least impact to the network with most optimized enhancement to business requirement transformation migration strategy, testing/dress rehearsal and migration cutover activities. 

Key Accountabilities:

Lead analysis of drivers to deliver network capability based on market, user and technology requirement, aligned to the End-to-End architectural and solution goal related to Data Network, inclusive of Packet Core, Evolved Packet Core (EPC) and PCC, (Policy Control & Charging).
Work closely with Head of Core Network Architecture & Capability for mid-term requirement;
Match network capability to user characteristics; with optimum cost solution. Based on requirements, drive vendor for enhancement and/or new capability.
Lead, plan and execute of technology trials and POC (Proof-of-Concept), functional/performance validation and verification of features for PS core network. Transfer results into actual network enhancement/solution exercise.
Establish, manage and update all PS Core related technical solution documents, whitepaper, architectural and solution information. Develop and maintain end-to-end network architecture blueprint in line with business demand & plan. Ensure near to mid, mid to long term network architecture in-line with AOP/LRP plan, demand and new services
Develop, publish and update engineering technical policies, guidelines and standards related to PS Core network. Functions as technical lead to standard/regulatory body when required.
Lead, plan and implement FNI (First Node Implementation) / FOA (First Office Application) onto the production network for PS core network related capability, feature and solution enhancements and ensure knowledge transfer to implementation team for subsequent similar implementations
Monitor and track incumbent and potential vendor solution roadmaps to ensure compatibility with Maxis short term and long term technological and business requirements; maintain constant solution and architectural benchmark with available alternatives in the market to ensure solution / architectural competitiveness.
Lead PS Core related technical and commercial analysis, perform feasibility study with vendor and provide report and recommendation for the most effective solution in terms of cost, delivery lead time with most manageable risk and least compromise on goal
Lead, prepare, justify and present to the related Maxis governing committees where applicable: Engineering Evaluation Committee (EEC), Commercial Council (CC), NCCB (Network Change Control Board) for RAN related changes and enhancements;
As Subject Matter Expertise (SME) for all packet switched and data core, Packet Core, EPC,PCC and other wireless data core elements inclusive but not limited SGSN,GGSN,MME,SGW/PGW,PCC(PCEF,PCRF,OCS),UMTS/LTE QoS, LB, SLB and also content delivery over data network.
Support administrative organization and scheduling of testlab activities inclusive of work permit authorization, approval and governance to ensure no conflict of activities and resources to be used to achieve the most optimized execution of all required testing over the testlab.


What do you need to have for this role? 

Possess Degree in Electronics Engineering, BSc in Electrical Engineering or BSc in Telecommunication or equivalent.
7 to 10 years of work experience in mobile telecommunication.
Proficient in Microsoft, Word, Excel and PowerPoint.
Strong technical background and technically trained on PS Core Network with advanced technical knowledge on PS Core related standards and protocols, architectural and solution best practices.
Team management skill with proven track record in managing a technical team to execute technically related programs, goal alignment and achievement tracking.
Good and established understanding and practice of project management concepts.
Good vendor management skills, strong inquisitive and negotiation skills with vendor.
Team player, comfortable working across teams and interacting with various departments.
Good communications, problem solving skills and able to work under pressure and independently.
Personal traits: Positive, Passionate, Collaborative, A self-starter, Ability to perform under pressure in a challenging environment and A team player.
