POSITION SUMMARY: 
 
Under the supervision of the Public Works Sr. Construction Manager, the Construction Manager will plan and execute construction projects and repair orders.  The Construction Manager will participate in the drafting of technical documents to include, but not limited to SOW’s RFP’s, ROM’s, ACL’s, Technical Volumes, LOTD’s and Project Risk Assessments.  This position will play a critical role in managing resources to facilitate the accomplishment of construction projects from initiation to close-out. The Construction Manager will be required to effectively manage cost, schedule and performance; ensuring projects are completed within budget, on schedule, and within scope.
 
MAJOR JOB ACTIVITIES:
 
1.      Provides and directs engineering, design, construction and maintenance services for existing and new infrastructure. Services include designing, engineering, constructing, and managing construction subcontractors for new permanent and temporary facilities in Kuwait, as well as remodeling and maintaining existing structures.
2.      Must ensure all projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques.
3.      Effectively plans future work to create and establish project schedules and budgets.
4.      Develops schedules and workload requirements for the project team to ensure effective execution of all planned work.
5.      Provides supervision of all projects and ensures all project stakeholders’ schedule, budget, and quality requirements are met.
6.      Inspects projects and provides timely updates to Sr. Management and the customer.
7.      Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented.
8.      Utilizes various Project Management tools including, but not limited to Earned Value Management to develop reports to monitor and control projects.
9.      Ensures all direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements.
10.    Performs other duties as required.
                                                                                                 
MATERIAL & EQUIPMENT DIRECTLY USED:  

Personal computer and associated software
Microsoft Office Applications (i.e., MS Projects, Word, PowerPoint, Project, Excel, Outlook)
 
WORKING ENVIRONMENT:

Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures – up to 125 degrees (F) in the summer months. Driving for an extensive period of time (1.5 hrs) may be required and will be dependent on assigned work location.  Potential exposure to chemical or biological agents could exist.  Employee use of Personal Protective Equipment (PPE) in certain areas is required.  Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.  Normal work week is 48 hours, but must be able to work overtime or shift as required.

 

PHYSICAL ACTIVITIES:

Physical requirements include lifting, climbing, extended sitting or standing, or other physical efforts that are normally required. In addition, visual acuity, hearing and speaking requirements would be considered.

Qualifications
 
MINIMUM QUALIFICATIONS:

Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
 
High School Degree. Bachelor's degree in Engineering, Construction Management or related field preferred; Project Management Professional (PMP), LSS Black Belt, LSS Green Belt is highly desirable.
 
Experience:


Three (3) years Project Management or Construction Management experience. Three or more years’ experience supervising employees.
 
Skills:


1.      Excellent organizational and multi-tasking skills
2.      Excellent written and oral communication skills
3.      Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word
4.      Experience in data collection and technical writing
5.      Strong leadership and analytical skill
6.      Ability to read CAD/As-built drawings
7.      Good interpersonal and people management skills
